DOCUMENTS FOR SUBMITTING MV PROJECTS:
- Copy of the land title.
- Letter of No Objection from the corresponding town council, addressed to the CEPM-CEB.
- Payment slip. From 10 to 300 KVA = RD$3,540.00 / 300 KVA and above RD$6,670.00 (Amount set by the SIE according to Resolution SIE-030-2015-MEMI page 15)
- Copy of the Owner’s personal ID or passport / Company’s Commercial Registry, if applicable.
- Copy of the Engineer’s ID and CODIA Card.
- Project Award Letter.
- Descriptive Report and details of project calculations.
- Letter requesting an interconnection point.
- Letter requesting review of projects/plans.
- Electrical Plans of the Project.
- Recognition of the obligation to build infrastructure. (Signed at the sales office at the time of project submission).
REQUIREMENTS FOR PLAN PREPARATION:
- Project location (specific point including geographic coordinates).
- Project location (electrical survey of the project with the cross-sections).
- Single-line diagram, showing the following:
- MV disconnect switchgear symbology, if applicable.
- Protection structure symbology and fuse details.
- Transformer symbology of the appropriate type. (According to SIE standard)
- Totalizing panel and protection on the transformer secondary.
- Number of modules per transformer and number of sockets per module with load breaker.
- Conductor details.
- Front, side, and plan views of the electrical equipment located in the project design. (Poles, structures, conductors, disconnecting cell, transformers, meter modules, and panel board.)
- Details of PAD-Mounted transformer bases (if applicable).
- Summary table of electrical structures.
- Details of IC-301 and IC-302 trenches.
- Grounding details.
- Selection calculation for each transformer in the project.
- Project load details.
- Perform electrical design with updated SIE standard symbology.
- Legend with updated SIE standard symbology.
- Business card, indicating the following:
- Engineer in charge of the project with their phone number, CODIA number, and signature.
- Specific description and address of the project.
- Number of kVA to be connected to the grid and the connection type (1Ø or 3Ø).
- Voltage drop calculations.
- Technical specifications of the meter modules:
- See the document “Module and box specifications required by CEPM.”
- Print a schedule that explains in detail the load input to be interconnected by stage and date (if applicable).
- Sections, Conductor Types, Main Distances, Power, Load Distribution, Grounding Details, Demissions, Shelters and Platforms, Breakers, Measurement Schemes, and other specifications.
After the plans have been approved, they must be submitted to the Commercial Office:
- Two sets of plans for signature and stamping purposes in print format (24″ x 36″). (The plans are deposited after they are approved)
- Folding of 8.5″ x 11″ plans with the business card portion Visible.
- Internal and external photos of the meter modules, protection/totalizer box, and the capacity of their main breakers at the time of purchase.
- Module purchase invoice.
- Request in writing a review of the materials to be used in the project before installing them. (After approval of plans.)
- Submit technical sheets for the transformer and materials to be used in the project.
DOCUMENTS FOR SUBMITTING A LV PROJECT (INSTALLATION OF BOXES AND MODULES)
- Project plans.
- Letter of No Objection from the corresponding city council.
- Descriptive Report.
- Copy of the Owner’s Identification Card and Land Title.
- Copy of the Engineer’s Identification Card and CODIA Card.
Requirements for construction of MT-BT projects
Information for Project Execution Proposal
1. Regarding the proposed interconnection point:
- The URD cable connection to the pole must not have elbows.
- All outdoor piping must be UV-resistant PVC SCH40.
- A ground must be provided at the interconnection point with a resistance less than or equal to seven ohms (7Ω).
2. Regarding the construction of overhead networks:
- The design and construction of distribution networks must be subject to the DESIGN AND CONSTRUCTION STANDARDS FOR ELECTRICAL DISTRIBUTION NETWORKS (DECON) proposed by the SIE.
- Overhead networks must not contain splices.
- In double-headed structures, splices must be placed at the jumper (end of the line, after the retention), never directly on the line.
- The depth of pole excavations must comply with the following principle: 10% of the pole length, plus two feet, as specified in the SIE specifications. (Resolution SIE-029-2015-MEMI, Page 141, Table 3).
- The distance from the guy wires must be 25% of the pole’s height, from its base to the anchor point.
- The distance between spans must not exceed 50 meters in urban areas and 60 meters in rural areas.
- The minimum distance from overhead lines to buildings must be 2.30 meters.
- Grounding must be provided on all structures built on metal crossbars.
- Grounding must be provided at the interconnection point with a resistance less than or equal to seven ohms (7Ω).
- In shaft construction, a double header must be built every ten poles, and a ground shaft must be installed with a resistance less than or equal to seven ohms. (7Ω).
- The cascade principle must be considered to identify the network flow.
- Poles must be placed at intersections at a minimum distance of five (5) meters from the corner.
- The minimum construction gauge for overhead networks is AWG #2/0.
- The minimum height of poles for three-phase MV overhead networks must be 40 feet.
- The use of 300-dampere concrete poles for low voltage is not permitted.
- The LV network must be in quadruplex, self-supporting multiplex cables, 600 V.
- Pole-type transformer equipment must be three-phase, DOE Standard 2016, +/- 5% regulation, Delta-Wye connection.
- Pole-type transformer equipment must have the installation of a protection box or panel board with the Appropriate ampacity for each LV device and totalizing measurement module.
3. Regarding buried primary lines:
- In the construction of buried tracks, at least one additional conduit must be available in the MV sections of the same size as that used for the installation of the networks of the circuit to be built.
- Cables for underground medium voltage use must be “MV WITH 12/20 KV EPR INSULATION AND JACKETTED COPPER (Cu) CONDUCTORS” and the gauge must be proportional to the load demanded.
- There must be no splices in the MV circuits.
- A trench must be dug in accordance with IC 301 and/or IC 302 standards, as appropriate.
- Manholes must be made in the MV sections at a maximum distance of 50 meters.
- The route of the buried MV conductors must not lie beneath buildings.
- Manholes MV and LV must be separated; under no circumstances should LV and MV networks be in the same manhole.
- MV and LV manhole covers must be round; concrete and/or rectangular covers are not acceptable.
- All underground MV network routes must be identified with markers or concrete pillars designed for such purposes.
4. Regarding disconnectors:
- The specifications and configuration of the disconnect switches must be included on the drawing.
- Disconnect switches must be encapsulated with an arc flash insulation system and comply with ANSI (NEMA C37.04; C37.54; C31.55) and IEC (IEC 62271-1; 62271-100; 62271-200) standards.
- Disconnect switches must contain their own auxiliary voltage unit for energizing the measurement and protection equipment.
- Disconnect switches with a resistance less than or equal to seven ohms (7Ω) must be grounded.
5. Regarding transformers, metering modules, and LV customer connections:
- Transformers, panelboards, and modules must be 100% accessible to CEPM. It is recommended that these devices be installed side by side.
- Pad-mounted transformers must be at least 1.85 meters away from the street. (This applies if the transformers are to be installed near traffic routes) MOPC Standard R-022.
- The proposed transformers must be specified on the drawing to comply with DOE Standard 2016 (This requirement is important to consider before purchasing this equipment; additionally, the factory must be ISO 9001 certified).
- The transformers must be connected using Delta-Wye.
- A panelboard or protective box with a base for totalizing measurement must be installed on the low-voltage side of each transformer. This box must contain a main breaker related to the ampacity of the low-voltage side of the transformer, plus secondary breakers for each output, related to the measurement modules. This panel board must comply with CEPM standards and specifications.
- The metering modules must comply with CEPM standards and specifications.
- The LV connections from the transformers to the panel board and from the panel board to the metering modules must be made outdoors using UV-resistant PVC SCH40 pipe. Otherwise, if underground, they must be made using anti-theft cable.
- The voltage drop calculation must be performed for each LV customer and specified in the proposed plan.
- A grounding shaft must be installed at each transformer station, which must be less than or equal to seven ohms (7Ω).
- The modules must not be installed indoors.
- The modules must be freely accessible to CEPM personnel 24 hours a day.
- All modules must be grounded. land.
